Code Amendments
Chapter 22.72 establishes the procedures and requirements for amending Title 22, Unified Development Regulations. Applications to amend the Unified Development Regulations may include revisions to text, charts, and figures in the code, as well as amendments to the City’s official zoning map, also known as rezones.
2025 Proposed Code Amendments
CA2024-03 - Permitting
The City of Monroe is processing various code amendments to the Monroe Municipal Code for compliance with Washington Senate Bill 5290, Local Permitting. This relates to the City’s review processes for land use permits that includes, but is not limited to accessory dwelling units, short and long subdivisions, conditional use permits, and commercial site plans. The State revised the number of days jurisdictions have to review and make a decision on applications based on the level of public review. With the exception of a few land use permits that a regulated by different State requirements, land use application reviews will change from 120 days post “notice of completion” to 65 days for administration approvals without a public comment period, 100 days for administrative decisions requiring public notice and 170 days for projects that require a public hearing. The law continues to allow for pauses when additional information is needed to complete a review.
The City is also adopting a provision within Title 3, Revenue and Finance, that establishes a process to refund a portion of land use permit application fees if the adopted permit review timeframe is not met.

CA2025-04 - Commute Trip Reduction
The City of Monroe is proposing code amendments to Chapter 22.88 MMC Commute Trip Reduction (CTR). The proposed amendments, which will adopt the 2025 City of Monroe CTR Plan by reference, include changes to definitions, establish new mandatory program elements for employers, and make language in the CTR regulations consistent with state law.

CA2025-05 - Unit Lot Subdivisions - ON HOLD
The City of Monroe is proposing code amendments to Chapter 22.68 MMC Subdivisions. The proposed amendments are required by state law, ESSB 5258, which requires all cities, towns, and counties include in their short plat regulations procedures for unit lot subdivisions allowing division of a parent lot into separately owned unit lots. The city is also proposing amendments to Chapter 22.12 MMC Definitions and Chapter 22.84 MMC Permit Processing.

CA2025-03 Interim R7 Zoning Amendments
Interim zoning amendments to Chapter 22.16 MMC Single-Family Residential Zoning Districts and Chapter 22.42 MMC Design Standards, designating townhomes as a permitted use in the R7 zoning district together with associated development regulations. This interim code amendment has been approved and will expire in October unless extended.
