EMERGENCY MONROE CITY COUNCIL MEETING
Notice is hereby given that the Monroe City Council will hold a Special Emergency meeting on:
Thursday, December 11, 2025, at 12:30 p.m.
MEETING PARTICIPATION INFORMATION:
The City of Monroe will host an emergency meeting on Thursday, December 11, 2025 at 12:30pm. Pursuant to Revised Code of Washington (RCW) 42.30.070 and 42.30.230, notice requirements are suspended during declared emergencies including by reason of flood that may cause damage to persons or property. Members of the public may attend in-person or listen to the meeting by using the zoom link below.

MEETING PURPOSE:
The purpose of the meeting is to review, discuss, and potentially take action regarding ongoing flooding in Monroe and Snohomish County.

The emergency declaration issued by Mayor Thomas on December 11, 2025 is as follows:
A DECLARATION OF EMERGENCY
BY THE CITY OF MONROE, WASHINGTON
WHEREAS, a severe weather event, specifically an atmospheric river and resulting widespread flooding, began on or about December 8, 2025, and continues to impact Snohomish County and the City of Monroe; and
WHEREAS, this event has caused, and continues to cause, extensive damage to public and private property, including critical infrastructure, roads, bridges, and homes, and poses a significant threat to public safety; and
WHEREAS, the continued rainfall and flooding conditions threaten life, property, and the continuity of essential public services within the City of Monroe; and
WHEREAS, emergency management officials have determined that the severity of this incident exceeds the capacity of local resources to adequately respond to and recover from its impacts;
NOW, THEREFORE, I, Geoffrey Thomas, Mayor of the City of Monroe, pursuant to Chapter 2.60 of the Monroe Municipal Code, do hereby proclaim that a State of Emergency exists within the City of Monroe.
I HEREBY DIRECT that the plans and procedures contained within the City of Monroe Comprehensive Emergency Management Plan be implemented. All City departments are further directed to utilize available resources and take all reasonable actions necessary to assist in the response to and recovery from this incident.
City departments are additionally directed to coordinate with Snohomish County Department of Emergency Management, the Washington Military Department Emergency Management Division, and other relevant agencies to support emergency response and recovery efforts.
This proclamation authorizes the use of emergency contracting and procurement procedures when necessary to protect life and property and to expedite emergency response and recovery operations. The City’s Emergency Operations Center is hereby authorized to activate at the appropriate level to support operational needs.
This proclamation shall remain in effect until terminated by the Mayor or by action of the Monroe City Council pursuant to RCW 35A.38.010.
