NOTICE is hereby given that a MITIGATED DETERMINATION OF NON-SIGNIFICANCE (MDNS) SEPA2013-06 has been made by the City of Monroe SEPA Responsible Official for Chain Lake Estates on April 3, 2013.
Name of Project: Chain Lake Estates
Description of Proposal:
The project consists of a Boundary Line Adjustment between four (4) parcels and a subsequent subdivision of a 5.90 parcel acre into 25 residential lots as a Planned Residential Development.
Location of Proposal: The project is located east of Chain Lake Road approximately 0.6 miles north of US 2. Snohomish County Assessor’s Tax Parcel Numbers: 2807310030700, 28073100301600, 28073100300600, and 28073100300500. Current site addresses: 14301, 14305, 14325 Chain Lake Road SE, Monroe, Washington.
Threshold Determination:
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the City of Monroe. This information is available to the public for review on request at Monroe City Hall, 806 West Main Street, Monroe, Washington, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, excluding holidays, or online at monroewa.gov/ChainLakeEstates.
This Determination of Nonsignificance is issued after using the optional DNS process in WAC 197-11-355, with conditions as allowed by WAC 197-11-360; there is no further comment period on the DNS.
Appeals:
Appeals to the above mitigated Determination of Nonsignificance must be filed with the City of Monroe Permit Supervisor within fifteen working days of the date of issuance above (5:00 p.m., Thursday, April 25, 2013). Appeals must be made on appeal forms available at Monroe City Hall, 806 West Main Street, Monroe, WA 98272. Appeals must be filed in original form. The adopted appeal fee must be paid at time of filing. Fax or e-mail appeals shall not be accepted and shall not be considered as meeting the filing requirements. Appeals shall set forth the specific reason, rationale, and/or basis for the appeal.
