NOTICE is hereby given that a DETERMINATION OF NON-SIGNIFICANCE (DNS) SEPA2013- 03 has been made by the City of Monroe SEPA Responsible Official for the Amendments to Monroe Municipal Code Chapter 13.08 - Sewer System Regulations on February 27, 2013.

Name of Project: Amendments to Monroe Municipal Code Chapter 13.08 - Sewer System Regulations

Description of Proposal:
The proposed non-project action amends Chapter 13.08 of the Monroe Municipal Code. Specifically, it amends Section 13.08.240 to establish the City of Monroe Sanitary Sewer Service Area as the Monroe Urban Growth Area and includes amendments to clarify the process for requesting the extension of sewer mains to serve property within the sanitary sewer service area.

Threshold Determination:
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the City of Monroe. This information is available to the public for review on request at Monroe City Hall, 806 West Main Street, Monroe, Washington, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, excluding holidays, or online at monroewa.gov/Sewer.

This Determination of Nonsignificance is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days (per WAC 197-11-340(2)(a)(v)) from the date of issuance below. Comments must be submitted by 5:00 P.M. Thursday, March 14, 2013.

Appeals:
Appeals to the above Determination of Nonsignificance must be filed with the City of Monroe Permit Supervisor within fifteen working days of the date of issuance above (5:00 p.m. Thursday, March 21, 2013). Appeals must be made on appeal forms available at Monroe City Hall, 806 West Main Street, Monroe, WA 98272. Appeals must be filed in original form. The adopted appeal fee must be paid at the time of filing. Fax or e-mail appeals shall not be accepted and shall not be considered as meeting the filing requirements. Appeals shall set forth the specific reason, rationale, and/or basis for the appeal.
