NOTICE is hereby given that a DETERMINATION OF NON-SIGNIFICANCE (DNS) SEPA2013- 04 has been made by the City of Monroe SEPA Responsible Official for the Sign Code Update - Monroe Municipal Code Chapter 18.80 on February 25, 2013.

Name of Project: Sign Code Update - Monroe Municipal Code Chapter 18.80

Description of Proposal:
This proposed non-project action adopts an updated Monroe Municipal Code Chapter 18.80 Signs. The sign code is being reviewed and updated to clarify code language, address city-wide consistency, understandable permitting requirements, new sign technology, consistent enforcement practices and other code improvements.

Threshold Determination:
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the City of Monroe. This information is available to the public for review on request at Monroe City Hall, 806 West Main Street, Monroe, Washington, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, excluding holidays, or online at monroewa.gov/Sign Code.

This Determination of Nonsignificance is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days (per WAC 197-11-340(2)(a)(v)) from the date of issuance below. Comments must be submitted by 5:00 P.M. Tuesday, March 12, 2013.

Appeals:
Appeals to the above Determination of Nonsignificance must be filed with the City of Monroe Permit Supervisor within fifteen working days of the date of issuance above (5:00 p.m. Tuesday, March 19, 2013). Appeals must be made on appeal forms available at Monroe City Hall, 806 West Main Street, Monroe, WA 98272. Appeals must be filed in original form. The adopted appeal fee must be paid at the time of filing. Fax or e-mail appeals shall not be accepted and shall not be considered as meeting the filing requirements. Appeals shall set forth the specific reason, rationale, and/or basis for the appeal.
