NOTICE is hereby given that a DETERMINATION OF NONSIGNIFICANCE (MDNS) SEPA2012-13 has been made by the City of Monroe SEPA Responsible Official for the Roosevelt Road Rezone (RZ201101) on December 12, 2012.
Location of Proposal:
The affected area is located east of Roosevelt Road, south of the proposed US 2 by-pass right-of-way, and approximately 1,500 feet north of US 2.
Description of Proposal:
This non-project action is a City of Monroe initiated rezone (RZ201101) of approximately 71 acres from UR9600 to UR6000. This rezone will bring the zoning district of the affected parcels into consistency with the land use designation of the City of Monroe Comprehensive Plan as required by RCW 36.70A.040. The Monroe City Council approved the change in land use designation from R2-5 to R5-7 in 2010 (Ordinance 09/2010). The only City of Monroe zoning district with a nominal density of between five and seven dwelling units per acre is the UR6000 District. The total area of the proposed rezone is 70.86 acres (Snohomish County Assessor’s Office GIS data) and contains 20 parcels ranging in size from 0.25 acres to 20 acres.
Threshold Determination:
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed Environmental Checklist and other information on file with the City of Monroe. This information is available to the public for review on request at Monroe City Hall, 806 West Main Street, Monroe, Washington, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, excluding holidays or online at monroewa.gov/rooseveltroad. This Determination of Nonsignificance is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 15 days (per MMC 20.04.110(F)) from the date below.

Appeals to the above Determination of Nonsignificance must be filed with the City of Monroe Permit Supervisor within fifteen working days of the date of issuance above (5:00 p.m. December 28, 2012). Appeals must be made on appeal forms available at Monroe City Hall, 806 West Main Street, Monroe, WA 98272. Appeals must be filed in original form. The adopted appeal fee must be paid at time of filing. Fax or e-mail appeals will not be accepted and will not be considered as meeting the filing requirements. Appeals shall set forth the specific reason, rationale, and/or basis for the appeal.
