Proposal:
Adopting the 2012-2017 capital facilities plans for the Monroe and Snohomish School Districts, amending the Capital Facilities Element of the City of Monroe Comprehensive Plan, and amending Chapter 20.07 School Impact Mitigation Fee Program of the Monroe Municipal Code.

Description of Proposal:
This is non-project action proposed by the City of Monroe. This proposal involves three steps:
1. Amending the Capital Facilities element of the City of Monroe Comprehensive Plan to remove reference to a 25% discount to calculated school impact fees and related text amendments on how school impact fees are set.
2. Adopting the Monroe School District No. 103 Capital Facilities Plan 2012-2017 and the Snohomish School District No. 201 Capital Facilities Plan 2012-2017 by reference into the Capital Facilities Element of the City of Monroe Comprehensive Plan.
3. Amending Chapter 20.07 School Impact Mitigation Fee of the Monroe Municipal Code to establish the method of calculating school impact mitigation fees.

Location of Proposal:
The Capital Facilities Element of the City of Monroe Comprehensive Plan and Chapter 20.07 School Impact Mitigation Fees of the Monroe Municipal Code are applicable within the City Limits of the City of Monroe.

Lead Agency:
City of Monroe

Threshold Determination:
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the City of Monroe. This information is available to the public for review on request at Monroe City Hall, 806 West Main Street, Monroe, Washington, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, excluding holidays, or online at monroewa.gov/compplan.
This Determination of Nonsignificance is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 15 days from the date below. Comments must be submitted by 5:00 P.M. Monday, October 9, 2012.

Appeals:
Appeals to the above Determination of Nonsignificance must be filed with the City of Monroe Permit Supervisor within fifteen working days of the date of issuance above (5:00 p.m. October 15, 2012). Appeals must be made on appeal forms available at Monroe City Hall, 806 West Main Street, Monroe, WA 98272. Appeals must be filed in original form. The adopted appeal fee must be paid at time of filing. Fax or e-mail appeals shall not be accepted and shall not be considered as meeting the filing requirements. Appeals shall set forth the specific reason, rationale, and/or basis for the appeal.
