Park Master Plans Update

The City of Monroe is creating two long-range master plans for Lake Tye Park and the future Cadman Site.  The plans are based on an extensive public involvement process, and will help define the future of these parks.

As part of the public outreach, the City conducted multiple surveys, hosted two pop-up studios, and conducted two open houses to generate preliminary concept alternatives and provide feedback on those alternatives.  The alternatives were presented to a joint meeting of the City Council and Park Board on September 26th.  At this joint meeting, there was generally good support for the proposed improvements at each site.  Some adjustments were made to the designs to reflect the comments made during this meeting and from the previous public outreach events.

On October 24th, the design team presented a draft preferred concept for each park site, along with potential phasing opportunities at the City Council and Park Board joint meeting.  From the feedback gathered during the joint meeting we made minor adjustments and presented the preferred concept designs and potential phasing to the public on November 1st.

The design team took feedback received from the open house on November 1st and continued to tweak the master plans to better reflect community needs and concerns.  Revised plans, online survey results, phasing diagrams, draft cost estimates, and funding opportunities were presented at the City Council and Park Board joint meeting on December 12th.  Together with the City Council and Park Board, strategies were developed to make the plans more cost-effective and project phases were realigned to meet community feedback from the online survey.

On January 18th, the Monroe Park Board has a chance to review the Monroe Parks Master Plan Executive Summary. The summary will walk you through the Cadman Site and Lake Tye Park master plan development from the early concept diagrams to the final master plans.  It also includes supporting reports and analysis, cost estimates, and funding opportunities.  After Park Board review and approval, a recommendation for approval will be made to City Council.  The approval of the Monroe Parks Master Plans will be reviewed at the City Council meeting on February 6th.  Next steps will be a formal adoption process into the Monroe Comprehensive Plan for the 2019 cycle.
